Looks to me like a Stargate Gnome theme with either Cairo- or Kiba-dock and a google gadget bottom right.

I might be way off though, but that is something you can look for.

Or maybe go back to where you got the pic and ask the poster...

The Dock in the screen shot looks like "Avant Windows Navigator" which is included in Ultimate Edition. Your profile says that your running Ultimate Edition 2.3? If its 2.2, please go to the "Applications > Accessories > Avant windows Navigator"
