Advice on tuner for HTPC/DVR, please

I want to use a Dell Studio Hybrid PC for recording OTA ATSC TV and viewing on a Sharp 37" LCD display (currently via HDMI cable). It's not connected to the www (yet).
With PenDriveLinux'd pens, I can boot UEv2.9 (sound seems ok) and UEv3.0 (no sound, tuner identified). Both correctly ID my display, though starting with the wrong resolution.
I'm not familiar with Linux, know Windows XP more than I like, don't want to know Vista, & remember DOS batch. I've heard some good about Windoze 7; I'm leery of Micro$lopt.
I have an eVGA inDtube usb tuner & remote, but how do I get xc3028L-v36.fw "found"
[Update - copy file to /lib/firmware ... then ... um ...?
