Yes it can be done, but I highly recommend not doing it, it indeed maybe security related issue, I have not taken the time to look into why they were upgraded... But if you feel you must open synaptec search for "languages select each one and select lock version (screenshot), if you really feel brave and are itching to do a fresh install

DO NOT DO THIS ON A PRODUCTION SYSTEM- Code: Select all
sudo apt-get remove --purge language-pack-pt #etc.
If you have the cajones to try please post results, hopefully not from a live disk lol
