First thing, Welcome to Ultimate Edition and Welcome to the forums!!
The short answer to your question is no.
Because TheeMahn modifies the basic Ubuntu so extensively - to correct "problems" with the Ubuntu release on which each version of Ultimate Edition is built and to include all those programs/applications/extras - it does not allow for an "in-place" Upgrade from one version to another.
It is always best to make a "Clean Install" of any different version of Ultimate Edition than the one you're currently running. It is pretty easy to backup the contents of your
/home/your-username directory, and to save the Synaptic Markings (the currently installed programs, utilities, extras, etc) to some other drive or external device such as an external drive or even a USB Memory Stick/Pendrive/Thumbdrive, and the import the Synaptic Markings into your new install and Apply and you will have all the previously installed "stuff" you had in the previous version you were running. Then just copy the files you want to keep from your backup of
/home/your-username directory to your new home directory. That should leave you with pretty much the same files and installed "stuff" you had in the previous version.
