Shut Down Problems

I have a Gateway laptop and a home made desktop. About the only thing in common is they both have dual core Athlon processors. But they have the same problem in 2.7 32 bit

When instructed to "shut down" about 50% of the time the machines do in fact shut down. The other 50% the screen goes blank, it is still lit, but it will only shut down with a forced shut down. Do you have any suggestions for me?
