If by visual effects you mean the 3D effects on your desktop and the cube,
you need to configure Compiz fusion.
For a how-to look in the Themes, Wallpapers & Logos section
1st Box: Ultimate Edition 2.0 x64/ 1.8 x64
2nd Box: XP (dusty)
3rd Box: Stable Media box Ultimate Edition 1.8 x64 with XBMC

I’ve configured Compiz Fusion like you suggested but that didn’t fix the problem.

When I select normal or extra effects the display flickers and a msg box pops up saying “desktop effects could not be enabled”

Tried re-installing the driver but that didn’t help

Check to see if glx is enabled...
Applications/System Tools/Nvidia Settings
under "X Screen 0" select "Open GL/GLX Information"
should have...
Direct rendering.... yes
GLX extensions..... (should see a long list)
If none of this is there, glx is not enabled.

if all of that looks good...
Copy the contents of "xorg.conf" (/etc/X11/xorg.conf) (capitol X in X11)
paste it in a post
***WARNING***DO NOT EDIT xorg.conf
