Not shutting down properly { Sorted }

Just put 3.8 MATE on a Dell Inspiron PC

Core 2 Duo
Board: Dell Inc. 0K216C ( MSI 1996 variant I think )
6 GB Ram
HD Hitachi 500 & WDC 250
Radeon HD 2400 Pro Card

And all is well except that it won't shut down or reboot. The log off splash screen just stays there forever or until I press the power button.
Had this problem before with other distributions. Can't seem to find a log off configuration file..Anyone know how to fix this?

I don't know how to set boot parameters in linux but Brighthub mentions editing the /boot/grub/menu.lst file and I don't have that file on any Ultimate Edition versions

Been surfing around the subject and there is mention of editing the GRUB_CMDLINE_LINUX_DEFAULT="quiet splash" line in etc/default/grub but I'm still thinking about that one

This is fairly heavy, I am going to share it anyway. Most people do not know about REISUB a workaround, ntl gets the job done. To find what is hanging at shut down and permenant fix would be a browse though your logs, most likely your kernel.log /var/logs/kernel.log

/var/logs/kernel.log contains enough text to fill a medium size paperback and I wouldn't want to burden anyone with that by reproducing it here but REISUB/O works, and it can be abbreviated to ALT + SYSRQ + B for a quick reboot
