This is an issue that stems all the way back to the release of Lucid. There was a bug report filed and hundreds of comments and Ubuntu devs said it is cosmetic and refused to address the issue. I then took matters into my own hands when I developed the ultimate-edition-cursors pack and raised the priority level higher then Ubuntu's to completly wipe out thier broken settings. If you are certain this is what you want, what ever cursor theme you have installed below ultimate-edition-cursors pack in priority will take over, and no you won't be able to change it then as well without extreame hacking of the O/S. I am sorry I can not provide you a more viable solution.
